What is Hariak HUB?

Hariak HUB is a technical support and knowledge space within the Hariak Strategy, designed to assist initiatives and projects that align with and adhere to its objectives. Since 2023, it has inspired, guided, supported, and assisted selected initiatives in their design, development, and evaluation, especially those that have been beneficiaries of the monographic call for grants “ADINBERRI-HARIAK

The main functions of the HUB:

  1. General technical secretariat: support the coordination, supervision and promotion of the Strategy, materialized in its I. Action Plan 2022-2027.
  2. Revitalization and construction of the HARIAK network and its spaces for participation, promoting collaboration between agents and the activation of the territorial ecosystem for the prevention and tackling of loneliness.
  3. Monitoring, support, and technical assistance for projects adhering to the Strategy (especially those derived from the ADINBERRI-HARIAK call for grants).
  4. Expert consulting: provide specialised knowledge, methodological support and guidance in the design and implementation of innovative initiatives within the framework of the HARIAK Strategy and the European KORALE community of practice.
  5. Integration, articulation, and dissemination of learning and knowledge around loneliness and social connection through the Loneliness Observatory-SIA and other related communication spaces.
  6. Ensure the ethical perspective of the Strategy by promoting responsible practices.
  7. Evaluation:  offer a system for evaluating projects and their impact.
  8. Manage and refer citizens' questions abour loneliness.

The experimental project Oihartzuna – The Echo is part of our line of work Giza Eskubideak Eszenara – Human Rights on Stage (eight performances, two documentaries and a significant number of exhibitions from 2016 to date), whose methodology is based on direct work with groups at risk of social exclusion and on the use of collaborative cultural creation and its public presentation as a tool for transformation and for addressing unmet social needs.

From the field of social services, we understand intervention in emotional care, as situations that are socially interpreted as problems often have an emotional impact; therefore, one of the areas of intervention within social services focuses on emotional care. For this reason, this intervention is carried out with children, young people, adults and older people, from a preventive approach, through a care ecosystem.

The main objective of the Programme will be to provide older people in the municipality who are experiencing unwanted loneliness and who receive some form of home-based support through the Home Care Service with a prevention and support service that responds to their needs and helps improve their autonomous functioning and social integration. This will always be done from a person-centred, place-based and community-oriented approach.

The aim of this project is, building on the work carried out to date in Hondarribia to study the situation of older people, to detect and prevent at an early stage the consequences of situations of fragility affecting older residents of Hondarribia who are experiencing unwanted loneliness, while at the same time providing a socio-educational and community-based intervention service for those who suffer from this situation. This innovative model promotes a shared culture of social care, based on innovation and participation, with a focus on person-centred care.

It is clear that involuntary loneliness and mental health are directly related, and it is evident that they feed into one another. The sense of isolation (or objective social isolation) produced by involuntary loneliness is, in many cases, at the root of different mental health conditions. At the same time, mental health problems fuel processes of disconnection from society. Therefore, involuntary loneliness and mental health problems reinforce and interact with each other, worsening the situation of people living in this condition.

The Strategic Plan of the Zestoa Monitoring Network has been in force since 2023. Fully aligned with the recommendations of the White Paper, the main objective of the plan is “to roll out a new way of understanding care, support, and assistance within Social Policies,” and it is structured around five lines of action. As the second line of action focuses on “Addressing unwanted loneliness,” we have set the objective of developing the flagship project “Hello, My Friend!” to advance this line of work.

Hiru Hari is an innovative, high social impact project with a collaborative approach involving the municipal public administration (Errenteria City Council), the University of the Basque Country (Faculty of Medicine and Nursing), and the third sector (Lotura Giza Garapena), aimed at addressing experiences of unwanted loneliness among the most disadvantaged people in our society. The project seeks to test new responses to these forms of loneliness from a comprehensive and holistic care perspective (physical, psychological-emotional, social, and community dimensions) in real-life settings.

Most housing is conceived and designed for a conventional family unit that appears not to change throughout its life cycle. Homes are not designed according to criteria of adaptability to different profiles of people and to the various stages of life. Most housing is not intended to promote the autonomy of older people so that they can age in their own homes. Moreover, there are dwellings that can create gloomy and uncomfortable interior environments, which may further intensify the feeling of loneliness among those who live in them.

Building on the work carried out in the field of community monitoring in Usurbil, this project aims to detect and prevent, at an early stage, the consequences of situations of fragility among the population of Usurbil experiencing non-voluntary loneliness, while also providing a socio-educational and community-based intervention service for people affected by this situation. This project seeks to give continuity to the collective construction of a new model of care that the town of Usurbil initiated prior to the pandemic.

This project proposes a comprehensive and applied research approach to analyse how loneliness in old age manifests differently among women and men in Gipuzkoa, with the aim of identifying specific needs and developing tailored policies and services. The research is based on key hypotheses suggesting that older women, due to longer life expectancy, a higher likelihood of widowhood, and lower participation in social and working life throughout their lives, experience deeper loneliness and have specific needs.

The current social context has led to a profound change in the ways people relate to one another. The growing body of evidence on the impact of loneliness on health and well-being has made this phenomenon a focal point of strategies developed by various Public Administrations, such as Hariak, Gipuzkoa’s strategy to address loneliness (2022–2026). Specifically, the aim is to build an ecosystem in the Debagoiena region with the ultimate goal of aligning, energising and coordinating local stakeholders, thereby developing a governance framework that enables the effective addressing of loneliness among people living in the area.

One of the responses this project will provide to the situation of unwanted loneliness and social isolation experienced by people admitted to the Convalescence Unit of Donostia Hospital is the provision of in-person companionship during their hospital stay. This companionship will offer not only functional support, but also psychological and emotional support, by creating a unique and reciprocal relational space (in which both parties contribute), based on horizontality, trust, and mutual recognition, helping to mitigate feelings of unwanted loneliness.
